This May 1968 paper prepared within the Pentagon provided for the use of nuclear weapons in the event of renewed hostilities on the Korean peninsula in the wake of North Korea’s seizure of the U.S. spy ship Pueblo. President Lyndon B. Johnson was unlikely to have approved such an action but the military included it anyway.
