March 6, 2014– This document presents the draft recommendations of the congressional investigation of U.S. intelligence by the Pike Committee of the House of Representatives which the Ford administration found so threatening. See my yesterday “CIA Bamboozles Congress–Again” for an analysis of the parallels between 1975, when Representative Pike’s paper originated, and events today. As you will see, the Congress merely wanted a consolidated intelligence budget that would be specifically authorized by Congress, a standing committee of the House to deal with intelligence, notice of covert operations, and recognition of Congress’s authority to declassify information. At the final stage the Pike committee substituted a recommendation for a law covering declassification for its provision recognizing Congress should have a parallel ability to release information. It also added that the annual intelligence budget should be made public. Four decades later Americans are still contesting some of these issues.
